Good Governance And The Role of The Public Servant
OUTLINE
ESSAY
Good governance is the backbone of every successful ruling system regardless of its nature which can only be achieved through a proper check and balance with fairness and justice. While to deliver good governance, it is also important to have credible and dead honest people who may run that system without making any compromises in the favor of public interests.
Good governance means stability in the society which eliminates social unrest and make sure the transparency along with accountability and justice in the society so that the society and hence the state may flourish. As the state flourishes, it creates a sense of security and belief among the masses over the ruling system and the state which eventually allows people to take such healthy initiatives which used for the betterment and prosperity of the society and diminishes the factors of social unrest and turmoil within the systems. While it is also important that governance should be taken care by competent, selfless and honest people holding strong ethical and moral values which may be scrutinized through a vigorous process but not on the basis of a mere examination system.
Although it is hard to find such people from a society now a days but not impossible as the process of finding such people may get eased and broadened through some variations instead of following the same and old fashioned pattern of scrutinizing the people as every system have its requirements and also demands of time also gets changed with the passage of time and people should be injected into the system on the basis of “who expects the best but ready for the worst” and also they should believe in “not to gave in” along with “death for disgrace”. Although these slogans may sound of military slogans but it is a fact that like a soldier they should be ready to sacrifice their selves in the favor of public interest over their personal interests so that nation and state may prevail and not get ditched at any point.
As it is a great quote of Hazrat Ali (RA) who stated that “A government of disbelievers may run but not of injustice” which is a great guideline to establish a governance in any ruling system. As if good governance prevails along with justice in a society, allows to decrease the rate of unrest and crime ratio and hence the level of injustice. It is a matter of fact that injustice prevails in a society when there is weak or no governance exists there which initiates the unrest, sentiments of hatred and rebel among masses which ultimately lead to destruction of society. So good governance is as necessary for a system and a state as the water to a fish for its survival.
It is a great debate of finding competent and selfless people to produce good governance among the society because of the fact that demand of system and need of time varies which acquired the flexibility for the people to be part of the system. As we can assume that modern day diplomacy and diplomatic stances within state nations didn’t remain same over the period of time as nation states may find themselves in a conflict, and the situation demands those people who may talk according to the situation as a matter of fact if the hostilities leads to a war then there should be people who may be able to lead their nation within a conflict according to the situation and if hostilities cease then there should be people who can negotiate the terms of peace agreement and not those who holds war mongering heads over their shoulders. As recently we witnessed in the conflict between India and China when Chinese captured Indian territories of Galwan valley, pangsong suo and valley of Ladakh but in return the people representing India including the state of head were in the state of mind to surrender against all the demands of China and hence lost the said territories to China in quick time.
It is also important that the system should be flexible enough to accommodate enough people who can represent the system and state at any forum and in any situation without compromising the dignity of the state so that they may become the example for the society. While evolving such system in the third world developing countries is not an easy task due to so many social restrictions and hindrances but it is not a difficult task which can’t be accomplished but it may take years but it will be fruitful in the longer run. Also it is a dilemma that people who managed to attain the higher public posts may find themselves in the corrupt practices which allows them to compromise against the public interest. Although it can be stopped through a strong check and balance system along with strong justice system which is only possible by the rule of law. So we can say that on the state level it is important that state institutions should be in strong coordination to keep the proper check and balance to make sure the things don’t get compromised and check and balance stay in place so that governance issues may not get compromised for a layman.
A state prevails with the confidence and belief of a layman and the sense of security among masses prevails when a state delivers to its citizen which is only possible due to good governance and good governance prevails with competent people and those are the people who makes states institutions strong enough to work for the betterment of people so that state remains intact and didn’t fall against the hopes of the common people. It is state’s responsibility to make the institutions strong enough that people may not fall for social unrest and also put the state into such turmoil which makes things hard that state may not be able to breath. As state prevails when people trust and people are the backbone of the state and state survives only when people believes to its system regardless of its ruling system.
